นับตั้งแต่นั้นเป็นต้นมา ประเทศไทยได้ทำงานอย่างใกล้ชิดกับประเทศสมาชิกอาเซียนและหุ้นส่วนภายนอกเพื่อส่งเสริมการเสริมซึ่งกันและกันระหว่างวิสัยทัศน์ประชาคมอาเซียน 2025 และวาระการพัฒนาที่ยั่งยืนของสหประชาชาติ 2030 หรือที่เรียกอีกอย่างหนึ่งว่า “โครงการริเริ่มการเติมเต็ม”
เพื่อจัดทำกรอบความร่วมมือภายใต้ข้อริเริ่ม Complementarities ประเทศไทย องค์การเพื่อความร่วมมือทางเศรษฐกิจและสังคมแห่งสหประชาชาติ (ESCAP) และสำนักเลขาธิการอาเซียนได้ร่วมกันพัฒนา รายงานการเสริมกัน ซึ่งระบุ 5 ด้านสำคัญของการพัฒนาแบบตัดขวางระดับภูมิภาค ตัวเร่งปฏิกิริยา
รายงานยังแนะนำโครงการเรือธง รวมถึงการจัดตั้ง มูลนิธิศูนย์อาเซียนเพื่อการศึกษาและการหารือด้านการพัฒนาที่ยั่งยืน เพื่อขับเคลื่อนความร่วมมือเพื่อการพัฒนาอย่างยั่งยืนในอาเซียนโดยอาศัยความริเริ่มด้านความเกื้อกูล
แนวคิดในการก่อตั้ง ACSDSD ได้รับการสนับสนุนอย่างเต็มที่จากอาเซียน ดังที่สะท้อนให้เห็นในวิสัยทัศน์ผู้นำอาเซียนเพื่ออาเซียนที่มีความยืดหยุ่นและสร้างสรรค์ ซึ่งได้รับการรับรองในการประชุมสุดยอดอาเซียนครั้งที่ 32 ณ ประเทศสิงคโปร์ในปี 2561 วิสัยทัศน์ผู้นำเน้นย้ำถึงความจำเป็นในการเสริมสร้างความร่วมมือในการพัฒนาอย่างยั่งยืนเพื่อส่งเสริมข้อริเริ่มความเกื้อกูลผ่านโครงการที่เป็นไปได้ รวมถึง การสำรวจแพลตฟอร์มสำหรับการสนทนาและการศึกษาวิจัยการพัฒนาที่ยั่งยืนภายในอาเซียน
เพื่อดำเนินการตามความพยายามนี้ ประเทศไทยได้พัฒนา หมายเหตุแนวคิด – ข้อกำหนดอ้างอิง เพื่อกำหนดวัตถุประสงค์และโครงสร้างของศูนย์ฯ เอกสารดังกล่าวได้รับการบันทึกในการประชุมสุดยอดอาเซียน ครั้งที่ 33 ณ ประเทศสิงคโปร์ ในปี พ.ศ. 2561
ตามแนวคิด – ข้อกำหนดอ้างอิง วัตถุประสงค์ของ ACSDSD มีสองประการ ประการแรกคือ ส่งเสริมการวิจัยและการสร้างศักยภาพ ในเรื่องการพัฒนาอย่างยั่งยืน ประการที่สอง คือ การทำหน้าที่เป็น เวทีสำหรับการเจรจานโยบาย สำหรับประเทศสมาชิกอาเซียน และระหว่างอาเซียนกับพันธมิตรภายนอก นอกจากนี้ ยังจะพัฒนา เครือข่ายความร่วมมือระหว่างศูนย์ที่มีอยู่ภายในอาเซียน ที่เกี่ยวข้องกับการพัฒนาอย่างยั่งยืน
ACSDSD จะให้การสนับสนุนสถาบันเพื่อประสานงานการดำเนินการตาม แผนงานการเสริมความสมบูรณ์แบบ ซึ่งจะทำหน้าที่เป็นแนวทางให้ประเทศสมาชิกอาเซียนทุกประเทศร่วมกันผลักดันแผนริเริ่มด้านความเกื้อกูลกันต่อไป
To support the concrete implementation of this agenda, Thailand has established the ‘ASEAN Centre for Sustainable Development Studies and Dialogue’ (ACSDSD) in Bangkok since 2019. Our centre has served as the primary mechanism for driving projects and collaborations under both the first CI and CI 2.0 frameworks to make sustainability a reality in the ASEAN region and further promote global efforts.

Impact: Thailand initiates the Complementarities Initiative to align ASEAN Community Vision 2025 with the UN 2030 Agenda.
