Complemenarities Initiatives 2.0 identified measurable gaps of resilience against climate change

Significantly, SDG 11, particularly in economic loss and affected infrastructure has regressed far more than any other indicator, highlighting ASEAN’s vulnerabilities to climate-induced disasters, which directly affects infrastructure stability, fiscal resilience, and the region’s ability to absorb climate shocks.

 

In response, the ASEAN Climate Change Strategic Action Plan 2025–2030 is being developed to anchor climate resilience within a coordinated regional architecture. ACCSAP aims to align national policies, integrate climate priorities across sectors, and strengthen implementation through institutional mechanisms such as the ASEAN Working Group on Climate Change. Complementing this, the proposed ASEAN Centre for Climate Change (ACCC) is expected to act as a regional hub—facilitating knowledge exchange, mobilizing resources, and strengthening technical capacity.
